Singapore Management University put in place response plans with local team agencies during a simulated terrorist attack for Exercise Heartbeat

On January 28, 2022, a counter-terrorism exercise dubbed Exercise Heartbeat was held at the Singapore Management University (SMU) Connection Building. The Singapore Police (SPF), Singapore Civil Defense Force (SCDF) and SMU jointly organized the exercise, a mock terror attack on campus.

The FPS regularly conducts such exercises to allow stakeholders to test their internal emergency protocols and allow the FPS and SCDF to familiarize themselves with the terrain and improve coordination with our stakeholders. Despite the COVID-19 situation, the FPS and SCDF have continuously worked with stakeholders to conduct such exercises with safe management measures in place.

In preparation for the exercise, SMU staff and students were trained in the SGSecure “Run, Hide, Tell” protocol and “Push, Tie, Tell” improvised first aid techniques. SMU also tested its campus-wide SMS broadcast alert system, which would be activated in the event of a security-related incident to alert the campus community.

Exercise Heartbeat provided SMU with the opportunity to validate its emergency protocols and improve its response plans to deter, detect, delay, deny, and respond to a terrorist attack scenario on campus. It is important that stakeholders and building owners constantly review their security measures and improve their emergency preparedness against terrorist attacks. This includes regularly updating contingency plans, as well as training and testing staff and tenants to familiarize themselves with these plans. As the impact of a terrorist attack extends beyond the point of attack, this would help save lives, prevent catastrophic outcomes and help the stakeholder bounce back quickly from the crisis.

Exercise Heartbeat is one of the ways the local team partners with the community to improve community preparedness to deal with a terrorist attack. Stakeholders are encouraged to update their plans regularly. For more information, please see the resources listed below:
